About Bernard Milstein, MD

Bernard Milstein, M.D. provides comprehensive eye care including Cataract Surgery & Lens Implants and LASIK for Houston and Galveston area patients at The Eye Clinic of Texas. Dr. Milstein is a nationally recognized Ophthalmologist, specializing in Laser Eye Surgery for Laser Vision Correction of nearsightedness, farsightedness and astigmatism, Cataracts and diseases of the eye. A pioneer in the field of Laser Vision Correction, Dr. Milstein participated in the initial FDA studies to determine the safety and effectiveness of the excimer laser. These trials proved the safety of the excimer laser in the treatment of myopia, hyperopia, and astigmatism. His involvement and contributions to the study of the excimer laser, facilitated his being the first physician and eye surgeon in Texas and one of the first 16 in the United States to perform Laser Eye Surgery for vision correction using an FDA monitored and approved laser. Dr. Milstein has more than 20 years of experience using the excimer laser for refractive purposes and has performed approximately 15,000 LASIK procedures. Recognized by numerous groups and publications, Dr. Milstein has been included yearly in Texas Monthly magazine’s “Super Doctors” since 2003; “Best Doctors in America” since 1996; and H Magazine’s” “Top Doctors” in 2010. In addition to his experience in treating refractive problems, Dr. Milstein is at the forefront in the surgical treatment of cataracts. He has participated in the development of many types of advanced lens implants through participation in the study of numerous intraocular lens (IOL) designs and was one of the first ophthalmologists to implant the AcrySof® ReSTOR® Multifocal Lens Implant (IOL) for the correction of near vision focusing problems such as presbyopia after Cataract Surgery. Dr. Milstein is a founding member of the American Society of Cataract and Refractive Surgeons (ASCRS), where he serves as chairman of the Comprehensive Ophthalmology Committee, and is a member of several other committees. He participates as a moderator and expert on panels at the national ASCRS meetings. A fellow of the American Academy of Ophthalmology, Dr. Milstein is a past president of the Texas Ophthalmological Association and is a member of the Texas Medical Association and the Galveston County Medical Society. He is a Clinical Professor of Ophthalmology at The University of Texas Medical Branch and for many years instructed residents in advanced cataract and refractive surgical techniques. Dr. Milstein is also a community leader. He has served in the following positions: Chairman of the Board of the Bay Area Houston Economic Partnership; Chairman of the Galveston Wharves Board; Chairman of the Board of Visitors of Texas A&M University at Galveston; Chairman of the Board of the Galveston County Health District; Founder and President of Prevent Blindness Texas in Galveston and Brazoria Counties; President of the Medical Staff at St. Mary’s Hospital; and is or has been a member of the Development Board of The University of Texas Medical Branch; the Development Board of the University of Houston at Clear Lake; the Executive Committee and Board of Directors of Bay Area Houston Economic Partnership, the Advisory Board of Frost Bank; and many other committees and associations. Dr. Milstein was a regular guest on the Saturday morning program at KPRC-TV/Channel 2 for three years, and has appeared numerous times with both Whitney Casey and Debra Duncan on “Great Day Houston”.

“I had cataract surgery a few months ago and it was the easiest surgery I have ever had.  My vision was terrible and developing cataracts made it much worse.  I work in retail and I have to read really small numbers on tags and labels and even with glasses it was extremely difficult.  After my exam with Dr. Milstein, he of course diagnosed me with cataracts and then mentioned a multifocal lens to implant during surgery that would allow me to see near, intermediate and distance ranges of vision without glasses after surgery.  Immediately I knew I wanted that lens.  After some additional testing and pictures of my eyes, it was finally the day of surgery.  Surgery took only 20 minutes and I was amazed and not expecting to notice such a big change in my vision just minutes after surgery.  Dr. Milstein told me I would gain the full effects of the multifocal lens when we were able to have the second surgery, which I wanted as quickly as possible.  I had the second surgery about 10 days later.  Dr. Milstein was right, once the second lens was implanted my brain and eyes began working together and I was even more thrilled with my new vision.  I went back to work a few days later and could see everything I needed to, even the extremely small print on the labels and even smaller print on my reports.  I am so glad Dr. Milstein recommended the multifocal lens.  It’s so nice to see all day long without glasses.  Thank you to Dr. Milstein and his staff.” Janet Z

Researchers seeking ways to treat the “Dry” form of Age Related Macular Degeneration (AMD) are encouraged by findings of their clinical trial. The researchers at Massachusetts Eye and Ear Infirmary/Harvard Medical School and the University of Crete have found that some patients taking high doses of atorvastatin (Lipitor®) had complete resolution of lipid deposits in the dry form of Age Related Macular Degeneration (AMD). Although we currently use therapeutic injections of VEGF inhibitors to treat the “Wet” form of AMD, as of yet we really do not have an effective treatment options for the “Dry” form-so this is encouraging.

Driving Safety with Glaucoma

Moderate or advanced glaucoma can affect driving safety according to research noted in the American Journal of Ophthalmology. Patients with bilateral moderate or advanced glaucoma are at risk for unsafe driving. For this reason we now suggest a very careful evaluation for those glaucoma patients who might be at risk so that we can evaluate driving safety of these patients. Glaucoma, especially in more advanced stages can reduce peripheral vision as well as contrast and make driving particularly difficult-especially in dim illumination. Our goal is to help all patients avoid vision loss from glaucoma by asking that you schedule regular eye examinations with glaucoma testing as often your eye doctor suggests. This will depend on the overall health of your eyes, your family history, your general health and many other glaucoma risk factors your eye doctor may identify. The key to preventing vision loss from glaucoma is early detection, diagnoses and treatment.

Acupuncture for Glaucoma?

With so many advances in the diagnosis and treatment of glaucoma, could it be possible that acupuncture could be a beneficial treatment option for glaucoma patients? Researchers reporting in the American Journal of Ophthalmology evaluated whether the use of acupuncture was an effective treatment for primary open angle glaucoma-the most common type of glaucoma that we diagnose and treat. The researchers carefully considered the effect of acupuncture on intraocular pressure (IOP), best corrected visual acuity (BCVA), visual field testing and using Optical Coherence Tomography (OCT), the health and integrity of the nerve fiber layer around the Optic Disc-all important criteria we use for diagnosing and managing glaucoma. Their study showed that acupuncture has no overall effect on changes in IOP throughout the day and that IOP actually increases immediately after an acupuncture treatment. Further, they found no effect on best uncorrected visual acuity, OCT or visual field tests and thus concluded that acupuncture may offer other health benefits but was not an effective treatment option for glaucoma.
