Bernard Milstein, M.D. provides comprehensive eye care including Cataract Surgery & Lens Implants and LASIK for Houston and Galveston area patients at The Eye Clinic of Texas. Dr. Milstein is a nationally recognized Ophthalmologist, specializing in Laser Eye Surgery for Laser Vision Correction of nearsightedness, farsightedness and astigmatism, Cataracts and diseases of the eye. A pioneer in the field of Laser Vision Correction, Dr. Milstein participated in the initial FDA studies to determine the safety and effectiveness of the excimer laser. These trials proved the safety of the excimer laser in the treatment of myopia, hyperopia, and astigmatism. His involvement and contributions to the study of the excimer laser, facilitated his being the first physician and eye surgeon in Texas and one of the first 16 in the United States to perform Laser Eye Surgery for vision correction using an FDA monitored and approved laser.
Dr. Milstein has more than 20 years of experience using the excimer laser for refractive purposes and has performed approximately 15,000 LASIK procedures.
Recognized by numerous groups and publications, Dr. Milstein has been included yearly in Texas Monthly magazine’s “Super Doctors” since 2003; “Best Doctors in America” since 1996; and H Magazine’s” “Top Doctors” in 2010.
In addition to his experience in treating refractive problems, Dr. Milstein is at the forefront in the surgical treatment of cataracts. He has participated in the development of many types of advanced lens implants through participation in the study of numerous intraocular lens (IOL) designs and was one of the first ophthalmologists to implant the AcrySof® ReSTOR® Multifocal Lens Implant (IOL) for the correction of near vision focusing problems such as presbyopia after Cataract Surgery. Dr. Milstein is a founding member of the American Society of Cataract and Refractive Surgeons (ASCRS), where he serves as chairman of the Comprehensive Ophthalmology Committee, and is a member of several other committees. He participates as a moderator and expert on panels at the national ASCRS meetings.
A fellow of the American Academy of Ophthalmology, Dr. Milstein is a past president of the Texas Ophthalmological Association and is a member of the Texas Medical Association and the Galveston County Medical Society. He is a Clinical Professor of Ophthalmology at The University of Texas Medical Branch and for many years instructed residents in advanced cataract and refractive surgical techniques.
Dr. Milstein is also a community leader. He has served in the following positions: Chairman of the Board of the Bay Area Houston Economic Partnership; Chairman of the Galveston Wharves Board; Chairman of the Board of Visitors of Texas A&M University at Galveston; Chairman of the Board of the Galveston County Health District; Founder and President of Prevent Blindness Texas in Galveston and Brazoria Counties; President of the Medical Staff at St. Mary’s Hospital; and is or has been a member of the Development Board of The University of Texas Medical Branch; the Development Board of the University of Houston at Clear Lake; the Executive Committee and Board of Directors of Bay Area Houston Economic Partnership, the Advisory Board of Frost Bank; and many other committees and associations.
Dr. Milstein was a regular guest on the Saturday morning program at KPRC-TV/Channel 2 for three years, and has appeared numerous times with both Whitney Casey and Debra Duncan on “Great Day Houston”.
